Regional Training of Trainers on Legal and Regulatory Aspects of Solar and Energy Storage Projects

Praia, Cabo Verde, 1 November 2024 – The ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) and the African Legal Support Fund (ALSF) of African Development Bank (AfDB) have organized a training of trainers’ course dedicated to the legal and regulatory aspects of solar photovoltaic projects and battery energy storage systems (BESS) projects in partnership with the project GIZ-ProCEM.

This Training of Trainers which took place from October 28th to November 1st in Praia, Cabo Verde, was delivered to 15 participants from National Electricity Companies, independent private electricity production companies, national regulatory agencies, universities and training centers of ECOWAS region.

In his opening address, ECREEE representative Mr. Guei Guillaume F. Kouhie stressed the importance of this initiative in supporting the Clean Energy Corridor in West Africa (WACEC), stating that with a population of over 350 million, West Africa’s electricity needs are growing rapidly. To meet these challenges, it is essential to create a favorable environment for the development of renewable energies, particularly solar energy. This training program aimed to strengthen the skills of a group of experts to establish a core of experts who will in turn be called upon to train the actors of the West African energy sector.

This training is part of the ALSF’s assistance for the conduct of capacity-building activities for the ECOWAS Member States and the energy institutions of the ECOWAS Commission, namely the ECREEE, the West African Power Pool (WAPP) and the ECOWAS Regional Electricity Regulatory Authority (ERERA). ECREEE acts as the Implementing Agency of the Grant Support between the ALSF and the ECOWAS Commission “Capacity Building Assistance in the Energy Sector”.
