ECREEE Team
The ECREEE team is composed of about fifty (50) agents including about twenty permanent staff (professional staff and support staff), consultants and interns. It is a professional team dedicated to promoting sustainable energy in ECOWAS Member States.
Women represent nearly 40% of the staff.

Prior to joining the ECREEE, Mr. Francis SEMPORE worked for the West African Power Pool (WAPP) based in Cotonou (Benin), as Program Officer. He served for nearly twenty years at the International Institute for Water and Environmental Engineering (2iE Institute) of Ouagadougou (Burkina Faso) in several positions of responsibility, including Advisor to the General Director in charge of Institutional Development, Prospective and Digital, Director of the Technopole, Director of International Relations, Director of Continuing Education and Distance Learning, Director of the e-Education Centre, Head of the Master’s Degree program in Energy Engineering. Before joining the 2iE Institute, Mr. SEMPORE worked in the private sector in the fields of Energy, Air Conditioning and Industrial Refrigeration in Côte d’Ivoire and Senegal. He was a Studies Engineer, Business Engineer, and Country Agency Manager.
Mr. SEMPORE is an Electrical Engineer graduated from “Ecole Superieure Polytechnique – ESP” of Dakar (Senegal) and holds a Specialized Master’s Degree in Energy and Industrial Refrigeration Engineering of 2iE Institute (Ouagadougou, Burkina Faso). He is certified in Business Management from HEC Paris (France) and has a Diploma of Specialized Training in Regulation and Energy Market from Mines Paris Tech (France).
Senior Energy Expert, Specialist in Renewable Energy and Energy Efficiency, Mr. SEMPORE has participated in the mobilization of resources from technical and financial partners for the implementation of many programs and projects in the fields of Energy and Capacity Building in West Africa. To date, he has a professional experience of more 25 years with the coordination of more than thirty programs and projects in the areas of Energy Access, Renewable Energy, Energy Efficiency, Energy Policy, Gender Mainstreaming in Energy, Rural Electrification as well as Entrepreneurship and Capacity Building in West Africa.

Responsible for Administration, Finance & ICT of the ECOWAS Center for Renewable Energy and Energy Efficiency (ECREEE) as well as providing support to the Office of the Resident Representative of the President of the ECOWAS Commission in Cabo Verde. Also plays the role of Controller for ECREEE. Until appointment to the current position in September 2020, was the Head of Disbursement Division in the Commission of Economic Community of West African States (ECOWAS) in Abuja. Has cognate experience in International Development organizations, including International Federation of Red Cross and Red Crescent Societies (IFRC) and the United Nations Children’s Emergency Fund (UNICEF). Holds a Bachelor of Science degree in Accounting and MBA in Banking and Finance. A member of the Institute of Chartered Accountants of Nigeria and Chartered Institute of Taxation of Nigeria. A foundation team member of ECOWAS ECOLink SAP Project. Enjoys teamwork and discussions on innovative ideas and development.

GOORE Bi Ela Gnazale holds a Master’s degree in Accounting and Financial Management (MPCGF) from the Centre Africain d’Études Supérieures en Gestion (CESAG) Dakar, Senegal. She is currently ECREEE´s Senior Program Manager for Administration and Finance, with over 20 years’ experience in accounting, financial management and administration.
She has held the position of Interim Senior Program Officer for Finance at the ECOWAS Regional Competition Authority (ARCC) located in Banjul, The Gambia, for nearly 5 years, where she was responsible for setting up the Administration and Finance Department, producing financial statements and integrating almost all ARRC data into the integrated ECOWAS SAP system, after 13 years as Finance Officer at the ECOWAS Center for Gender Development (CCDG) based in Dakar, Senegal. Still on the international front, she worked at Ex-Air Afrique for nearly 3 years as an accountant. She has also worked in national companies in Côte d’Ivoire as Administration and Finance Manager at Clinique Médicale Nanglé, a position she left to join ECOWAS in 2006, Chief Accountant and Head of Personnel at Clinique Médico-Chirurgicale Iroko, Abidjan.

Dr Mawufemo Modjinou holds a Doctor of Engineering in Power Engineering and a Master’s in Renewable Energy Technologies. Apart from being a proactive learner, he has over 17 years of experience in renewable energy and energy efficiency.
Before joining ECREEE, Dr Modjinou worked from 2019 to 2024 at the West African Power Pool (WAPP) Secretariat as a Project Coordinator, managing and coordinating some power generation and transmission projects, which form part of a 2019-2033 Master Plan. He mobilized funding, supported organization of WAPP Donor Coordination meetings, and led project preparation through pre-investment studies, including WAPP regional solar power projects in Gambia, Ghana, and Benin. Previously, from 2017 to 2019, he worked with ECREEE as a Consultant, where he developed a regional certification scheme and quality infrastructure for sustainable energy skills. He also lectured at the University of Energy and Natural Resources from 2013 to 2015, teaching bachelor’s students about renewable energy and energy efficiency. From 2008 to 2013, Dr Modjinou worked with the Energy Commission and various utilities, including ECG, VRA, and Sunon Asogli, as an Inspector and on projects respectively. He implemented, metered, inspected, and monitored grid-connected solar projects and conducted wind and solar resource assessments. He supported the development and implementation of regulatory frameworks, including policies, standards and legislative instruments for renewable energy and energy efficiency. He also carried out activities that promoted efficient lighting and use of efficient electrical appliances and electricity loss reduction. These activities include inspections, licensing, certification, compliance monitoring, testing, market surveillance, and performance audits.
His work included collaboration with international organizations and donors, such as the World Bank, AfDB, NEPAD-IPPF, EU, USTDA, MCC, BOAD, UNFCCC, IRENA, and GIZ. He gained valuable experience and is conversant with public and private energy sector operations in Africa.

Mr. Guei Guillaume Fulbert Kouhie has a little over 18 years of experience in the renewable energy sector.
He held the position of Deputy Director of the Promotion and Development of Renewable Energy at the Ministry in charge of Energy of Côte d’Ivoire during 9 years where he worked on the development and implementation of the national bioenergy and clean cooking projects and programs as well as the development of off-grid electrification projects, the development of large-scale renewable energy projects connected to the grid by leading the selection process of IPPs and negotiation of PPAs for solar PV and biomass plants.
He has been working for almost 6 years at the ECOWAS Center for Renewable Energy and Energy Efficiency (ECREEE) where he is coordinating the implementation of Regional Bioenergy and Clean cooking programs. in parallel, he is also working on ECREEE several other programs including among others, the West African clean Energy Corridor Initiative, the rural electrification, Water-energy-Food Nexus and SOLTRAIN Programs, etc.
He holds master’s degree in energy and electromechanics from university of Cocody in Cote d’Ivoire and a post-graduate diploma in energy and industrial refrigeration engineering from 2IE of Ouagadougou in Burkina Faso.

Hyacinth Elayo is Sustainable Energy Policy Officer, ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) based in Cabo Verde. With an active role in shaping regional renewable energy and energy efficiency policies, he presently serves as the regional coordinator of the ECOWAS Sustainable Energy Policy Programme. As a member of the overall coordination team for developing Sustainable Energy Country Action Plans in all 15 ECOWAS nations, Hyacinth plays a crucial role in advancing energy initiatives and the creation of an enabling environment to promote sustainable energy investments in the ECOWAS Member States. With over a decade of experience in the energy sector, his expertise includes research, long-range energy policy formulation, and strategies to combat poverty through affordable energy solutions. Mr. Elayo holds an MA in International Relations from Lancaster University, UK, and an MSc in Energy Studies from the University of Dundee, Scotland.

Mr. Etim Emmanuel E is a Fellow of the Institute of Chartered Accountants of Nigeria (FCA). He is a graduate of Accounting from the University of Uyo, Nigeria and holds a Master’s degree in Business Administration (MBA). He is currently running a Ph.D Programme in Risk Assessment & Strategic Investment with specialization in Risk Management from OUS Royal Academy of Economics and Technology, Switzerland. Mr. Etim has over 21years cognate experience in Accounting, Development Finance, International Finance and Management spanning both private and public sectors. He is currently the Finance Officer of ECOWAS Centre for Renewable Energy & Energy Efficiency (ECREEE).
Alcides Oliveira

Mr. Alcides Lopes Martins de Oliveira, a Cape Verdean, is a highly accomplished professional currently serving as the Admin & HR Officer at ECREEE, a role he assumed since March 2010. He oversees general administration, procurement, and personnel management. From 2001 to 2010, he worked as the responsible administrator at the Austrian Development Agency’s coordination office in Praia, Cape Verde. Between 1997 and 2000, he was employed at the branch office of Heidelberger Druckmaschinen AG in Kiel, Germany.
Alcides holds a master’s degree in human resource and knowledge management, along with a bachelor’s degree in administration and management. He is specialized in local development from O.I.T in Turin, Italy, with extensive training in international procurement and SAP. He possesses strong communication skills. With proficiency in Portuguese, German, French, and English.
Additionally, Mr. Oliveira has extensive experience in teaching, particularly in project management and school administration. His career reflects a commitment to excellence, leadership, and community development.

Prior to joining the ECREEE, he served in the Information Technology Department at the ECOWAS Parliament in Abuja. He holds a Master of Science degree in Information Systems and Technology from the University of Liverpool, alongside a bachelor’s degree in mechanical engineering, and has acquired various certifications from CISCO, Microsoft, and Oracle. Additionally, he holds certifications in Geographic Information System (GIS), IT Service Management – ITIL, and is a certified Prince2 Practitioner.
Since the establishment of ECREEE, he has been instrumental in advocating for and implementing Information Technologies to advance the centre’s objectives. His leadership has been evident in overseeing various projects, notably the development of the ECOWAS observatory for Renewable Energy and Energy (ECOWREX). Furthermore, he played a pivotal role in coordinating the creation of a Spatial Data Infrastructure (SDI) for the ECOWAS region as part of a European Union-funded initiative, providing a vital decision-making tool to support energy planning and development efforts.

Monica Maduekwe serves as the Resource Mobilization and Project Development Officer at ECREEE. In this capacity, she is tasked with conceptualizing, developing, and mobilizing funding for sustainable energy projects. One of her primary responsibilities involves formulating and implementing the ECREEE Resource Mobilization Strategy, which aims to secure funding for priority projects identified under the ECOWAS policies for renewable energy, energy efficiency, bioenergy, and gender mainstreaming. Maduekwe have over a decade worth of experience working with ECREEE.

Collins is passionate about optimizing results-based management processes leading to evidence-based decision-making, adaptive management, and stakeholder accountability. Since 2001, he has worked for reputable international and national development organizations that have impacted many lives in West Africa through interventions in the renewable energy, trade, agriculture, governance, and education sectors.
Before he was appointed the M&E Officer for ECREEE, he was the M&E Consultant at the Centre, performing instrumental roles in the operation of the renewable energy and capacity building projects funded by the African Development Bank as well as supporting ECREEE-wide functions such as projects design, work planning, projects performance reviews and results reporting. Prior to relocating to Praia in 2018, Collins was the Monitoring, Evaluation, and Research Team Lead for Monitoring, Evaluation, and Technical Support Services (METSS) — a project that provided M&E services to implementing partners of the Economic Growth Office of the USAID/Chana Mission. He also plied his trade in the private sector as he worked as M&E Manager for the Africa Cashew Alliance – an association of African and international businesses interested in promoting a globally competitive African cashew industry.
Between 2013 and 2015, Collins was the M&E Specialist in the Program Officer of the USAID/West Africa Regional Mission. He guided technical teams and supported implementing partners’ capacity-building regarding M&E.
Collins’ career in strategic planning, project management, and, M&E had sprung off in 2006 when he joined the Ghana Country Office of US-headquartered international NGO TechnoServe. He led the execution of baseline surveys, impact assessments, internal project evaluations, performance reviews, and reporting.
Collins earned a Bachelor of Arts Degree in Economics and Geography in 1999 and a Master of Arts in Development Studies in 2004, both at the University of Ghana, Legon.
