1.Background
The ECOWAS Centre for Renewable energy and energy Efficiency (ECREEE) was established in 2010 in response to the energy crisis faced by member states in the West Africa region. The overall objective of ECREEE is to contribute to the sustainable economic, social and environmental development in West Africa by improving access to modern, reliable and affordable energy services, energy security and reduction of energy related externalities (GHG, local pollution). More specifically, ECREEE aims to create favorable framework conditions for regional Renewable Energy (RE) and Energy Efficiency (EE) markets by supporting activities directed to mitigate existing technological and financial barriers.
Since its inception in 2010, ECREEE has played an active role in developing region-wide policies related to Renewable Energy (RE) and Energy Efficiency (EE), as well as creating awareness, investment and business promotion and building capacity in EE and RE in the region.
Over the years, ECREEE has seen a significant growth it its workforce and business opportunity, which constantly increases the demand for a reliable and efficient ICT Services. To achieve efficiency, it is imperative to constantly carry out maintenance on the equipment that provide these services.
2.Objective
The Objective is to engage a local individual consultant on framework agreement basis to carryout periodic maintenance (Preventive/Corrective) on all ECREEE’s ICT Equipment, (including printers, photocopiers, scanners, and physical servers) in order to improve their efficiency.
The consultant shall:

Support ECREEE to develop a maintenance plan, to include suitable timeline, processes, methods and tools for maintenance.

Take necessary step to implement this plan with the highest professional and ethical standards.
3.Scope of work
The scope of work includes but not be limited to the following preventive and/or maintenance actions
Preventive maintenance includes:

Timely perform standard configuration and diagnostic check (according to the plan developed) to determine the state of the equipment.

Using appropriate kits/parts to clean and keep-up the equipment.
-
Regularly perform updates on the firmware/operating systems.
-
Quickly respond to and resolve any errors or alerts on this equipment.
Remedial/Corrective Maintenance
Corrective maintenance includes a prompt intervention in order to restore the equipment to its normal operating condition. It includes

Replacement of damaged parts. The contractor shall quickly notify ECREEE for purchase of such parts.

Ensuring that these equipment stay connected as required. This includes fixing any issue on the equipment that arise, cables maintenance, as well as the Wall-Jacks in the case of a network connected equipment.

Avail ECREEE expertise at all times to respond to issues.
The main equipment includes three (3) physical servers (maintenance on the servers is only limited to its physical parts), ten (10) network printers and fifteen (15) desktop printers and others minor equipment. Please note this equipment may increase or decrease. After engagement, the consultant will be given a detail list of equipment to elaborate a plan.
4. Deliverable

A Maintenance plan for maintenance of the equipment above.

The ICT equipment are fully functioning.

Maintenance regularly carried out.

Regular report according to plan developed
5. Consultant´s Experience/Qualification
-
Relevant degree/certifications in information technology or related fields for team members.
-
Legally operating within Cabo Verde.
-
Proven experience providing related ICT services
-
Excellent knowledge of IT equipment Hardware and software maintenance, network configurations and troubleshooting.

Experience in maintaining the equipment listed above.

Proficiency in English (Written and Spoken), French and Portuguese will be an added advantage
Evaluation will be based on the relevant qualifications of constant or his team of experts, relevant experience, quality & substantial responsiveness of the proposal and cost.
