1. CONTEXT / BACKGROUND

The ECOWAS region continues to face interrelated challenges of energy access, energy security and climate change mitigation and adaptation, which are intertwined with the region’s economic development. These energy challenges are impacting negatively on the implementation of regional programs and strategies aimed at fostering socio-economic development, attracting foreign investment, providing basic social services, and achieving the Sustainable Development Goals (SDG7) goals.

To create a vibrant socio-economic development, the region must address these challenges in an integrated manner that focuses on social, economic, and environmental sustainability. It was against this background that in 2013 and 2017, landmark regional sustainable energy policies were adopted by the Authority of ECOWAS Heads of States and Governments to address the major energy challenges facing the region. These regional sustainable energy policies have enabled the ECOWAS Member States to define a common vision for increased use of renewable energy sources such as solar, wind, hydro and biomass for electricity generation and other energy services. More specifically, the ECOWAS Renewable Energy Policy (EREP) aims to increase the share of renewable energy in the region’s overall electricity mix to 48% of installed RE capacity in the energy mix, totalling 7,606MW by 2030.

2. MAIN ACTIVITIES & IMPLEMENTATION APPROACH

ECREEE makes available grants to small and medium-sized renewable energy and energy efficiency (RE&EE) projects and businesses through a call for proposals in the following RE&EE sub-sectors:

  • Clean Energy Mini-Grids (solar, wind, small hydro, biogas)
  • Solar Home Systems
  • Water, Energy, Food Nexus
  • Clean cooking solutions
  • E-Mobility

3. ACHIEVED OUTPUTS (If the project is ongoing)

Eight projects currently being implemented in eight Member States:

  • Productive use of solar applications in income-generating activities of rural micro-enterprises in the region of Kédougou, South-East of Senegal;
  • Installation of the solar PV energy systems at the Rural hospitals of Ashongman, Akim Oda, Kukurantumi, and Ashaiman communities of Ghana;
  • Sustainable access to water by solar pumping for 10 rural Peripheral Care Units (PCU) in Togo;
  • Solar-Powered Cold Storage as A Service Model – Integrating Solar Technology into the Agriculture Value Chain in Liberia;
  • Installation of a solar-powered irrigation system for educational purposes in the 7 agricultural technical high school of Adja- Ouèrè in Benin;
  • Chã das Caldeiras 44kw Solar Minigrid Project, Fogo Island in Cabo Verde
  • Rehabilitation of the hybrid energy production system in Ribeira Alta, Ribeira Grande, Santo Antao in Cabo Verde;
  • Procurement and Installation of Off-grid Solar Facility at the Department of Chemical and Petroleum Engineering, Bayero University, Kano in Nigeria.
