ECOWAS in collaboration with the Federal Ministry for Economic Cooperation and Development (BMZ, Germany) initiated the Fund for Regional Stabilization and Development in Fragile Regions (FRSD). FRSD is an instrument of the ECOWAS Commission which aims to promote social and economic stability through investment and capacity building.
In these regions, rural populations have limited access to energy. Local production and renewable energy services can significantly add value to the various value chains. In this situation, solar photovoltaic energy is identified in national and sectoral strategies as a serious option for accelerating universal access to energy, supporting sustainable economic growth, and contributing to creating green jobs for young people and women.
The project aims to alleviate the difficulties faced by the most vulnerable groups, within these communities in Benin, Guinea Bissau, and Togo. More specifically, it will contribute to capacity building on Water, Energy for Food, and skill certification on renewable energy. The project is built on ECREEE experiences in project management such as the ECOWAS Special Intervention Fund (ESIF) for peri-urban and rural areas and actions in remedying the barriers toward sustainable energy access to all. An inclusive implementation approach will be used to build strong ownership among the communities and ensure sustainability.
Based on the above, in seeking to establish a Project Implementation Unit (PIU), ECREEE is hiring a Monitoring and Evaluation Specialist who will provide planning, monitoring, evaluation and reporting, and other technical support services.
